ADMH board announces two associate‑commissioner transitions as commissioner cites improved overdose metrics

Commissioner Kimberly G. Boswell told the Alabama Department of Mental Health Board of Trustees on Nov. 21 that two longtime associate commissioners are retiring and introduced their successors.
Boswell said Associate Commissioner LaVonda Blair (Administration) and Associate Commissioner Kathy Sawyer (Developmental Disabilities) are retiring. She introduced Brooke Hibbard as the new Associate Commissioner for Administration and Camille Cumuze as the new Associate Commissioner for Developmental Disabilities; both will work with current associates through a transition period. Boswell said information about retirements and related gatherings will be announced soon.
Boswell also presented a brief slide deck showing statewide reductions in drug overdose deaths and opioid prescriptions (Attachment 3). The slide presentation was offered as an update on outcome measures ADMH tracks; no specific statewide counts were provided in the meeting minutes.
Procedural business concluded earlier in the meeting when the board accepted the meeting agenda and approved the Aug. 15, 2025 minutes. Johnna Breland moved to accept the agenda; Dave White seconded and the motion passed unanimously. Pete Cobb moved to accept the minutes as corrected; Dr. Cynthia Bisbee seconded and that motion passed unanimously.
The board will meet next on Feb. 20, 2026.
