Greenville council approves consent agenda, awards $102,486 trail-connector contract

Mayor Jeff Scoby presided over the Greenville City Council meeting on June 4, 2024, where the council approved a multi-item consent agenda and took two separate motions on city projects and property use.
The council unanimously approved the consent agenda after a motion by Councilperson Moss and a second by Councilperson Johnson. The consent items included approval of the May 7 and May 14, 2024 meeting minutes; payroll reports for pay periods ending May 11 and May 25, 2024 totaling $173,866.14 and $169,962.50, respectively; and accounts payable reports for periods ending May 15 and May 29, 2024 totaling $1,393,158.68 and $582,843.20. The consent package also included minutes from the Downtown Development Authority and the Planning Commission and information on training opportunities.
The council then unanimously approved an award of a construction contract for trail connectors to the Fred Meijer Flat River Trail. Councilperson Lehman moved to award the bid to Grattan Excavating of Belding, Michigan, for an amount not to exceed $102,486, contingent on receipt of an agreement from the Michigan Department of Natural Resources (MDNR); Councilperson Barrus seconded the motion, which passed without opposition. The award directs staff to proceed with contract finalization once the MDNR agreement is in hand.
Council also approved a request by property owner Wendy Gladding to close certain city-owned property around 300 S. Lafayette Street and to close the South Lafayette Street right-turn lane to permit building maintenance on Saturday, July 13 and Sunday, July 14, with alternative rain dates to be determined. The motion (moved by Councilperson Lehman, seconded by Councilperson Moss) noted that the lane closure requires approval from the Michigan Department of Transportation (MDOT). The council adopted the motion unanimously.
The meeting concluded after Councilperson Moss moved to adjourn and Councilperson Cunliffe seconded; the motion carried and the meeting adjourned at 7:58 p.m.
