Kittitas County commissioners approve consent agenda including $984,973 contract for Rodeo Arena improvements; public hearings set for June 3

Kittitas County commissioners convened at 10:00 a.m. on May 20, 2025, and approved a consent agenda that bundled a series of contracts, resolutions and grant amendments, including a $984,973 professional services agreement with ALSC Architects for remaining design and construction services for the Ellensburg Rodeo Arena improvements.

Vice-Chairman Wright moved to approve the consent agenda, Commissioner Brett Wachsmith seconded, and the motion carried 3-0. Chairman Laura Osiadacz presided over the meeting. The ALSC Architects agreement carries an additional $20,000 in reimbursable expenses; the agenda states those expenses will be covered by Department of Commerce Local Community Projects Grants.

Among the items approved or acknowledged on the consent agenda were Amendment No. 3 to the Parametrix contract for Ryegrass Solid Waste engineering retainer requirements tied to Washington State Department of Health obligations; an amendment to an RV Park Project grant agreement with the Washington State Department of Agriculture extending completion to June 30, 2025; and Resolution Nos. 2025-099 and 2025-100 authorizing Public Works Water Resources to accept state grant funding under the grant numbers listed on the agenda.

The board also approved Resolution No. 2025-101 to transfer Water Right 54-83608-J from the Solid Waste Department to the Public Works Department and authorized the chair to sign the quitclaim deed and related forms. A public hearing was set for June 3, 2025, at 2:00 p.m. to consider amending dry-camping rates at the Kittitas County Fair Event Center; the clerk was authorized to publish notice. The board simultaneously set a June 3 public hearing for declaring surplus Public Works equipment and disposing of it in accordance with RCW 36.34.080, with the clerk authorized to publish notice.

Other items included acknowledgment of a contract with Westwood Pharmacy to provide prescription services to the Kittitas County Jail; an agreement between the Kittitas County Sheriff’s Office and Public Works to use county right-of-way for installation of Flock Safety cameras; a Professional Services Agreement with Day Wireless to install and maintain specialized equipment on sheriff vehicles; acknowledgment of a memorandum of understanding for participation with a Transaction Record Analysis Center; and Resolution No. 2025-103 authorizing an interlocal agreement with the City of Cle Elum for lease of county real property (assessor parcel numbers listed in the agenda).

The meeting agenda noted no citizen comments, correspondence, or executive session and concluded at 10:22 a.m.
