County staff report Ecology inspection findings, permit delays and jail maintenance plans

At the Kittitas County Solid Waste and Maintenance meeting on May 13, 2025, county staff updated commissioners on inspections, permitting and several ongoing maintenance projects.
Patti Stacey, a county staff member, said she met with the Department of Ecology at the Cle Elum Transfer Station for an inspection and reported that Ecology determined the Ryegrass facility does not meet the threshold for an Air Quality Permit, so a permit is not required. Stacey said Ecology is holding up the biosolids-permit review because an older report indicates the property was fenced; Ecology wants the SEPA documentation changed to reflect that condition, and county Community Development Services (CDS) is reviewing the SEPA.
Stacey also told the board that grading issues exist at a new solid waste facility but that the project remains underway. On maintenance topics, staff reported the county's jail project is starting, that the current design is being treated as a 10-year fix rather than a permanent replacement, and that the county has toured possible spaces including the Morris Sorensen building and Central Washington University's Psychology building. Stacey said she is waiting to hear back on the cost of available office space that could house the Health Department and the Coroner's Office, and commissioners discussed Law Library space options for Probation.
Finally, the board discussed towing services and reserved parking options for county business and employees and noted coordination with the Prosecutor's Office on that issue. The minutes record no citizen comments and no additional action on these items during the meeting.
