The Kitsap County Planning Commission on Sept. 2 opened a public hearing on proposed 2025 Standards for Sanitary Sewer Construction and heard a staff presentation from Anthony Burgess, the county’s Public Works capital projects manager.
The hearing was convened at 5:36 p.m. by Planning Commission Chair Alan Beam. Burgess presented the draft standards; meeting materials note the staff presentation as "approx. 45 minutes." Chair Beam opened the floor for testimony but no members of the public spoke on the record during the hearing.
The presentation reviewed proposed technical and construction revisions to the county’s sanitary sewer standards intended for use on county-managed projects and by contractors working under county specifications. The commission did not take a formal vote on the standards during the Sept. 2 meeting; the item remained in the public hearing phase pending further commission deliberations and any subsequent action.
Commissioner Ashlee Hall asked whether the commission could combine deliberations on the standards with the Findings of Fact, a procedural question about how the commission would craft its record should it move toward a decision. Commissioner Richard Shattuck expressed appreciation for Public Works staff work on the update. DCD Assistant Director Cecilia Olsen responded to an unrelated public comment that had raised concerns about cancelled Planning Commission meetings earlier in the session.
The commission opened and closed the general public comment periods and heard one public commenter, Bill Palmer, who spoke about cancelled meetings earlier in the agenda; staff provided a response. The Sept. 2 meeting adjourned at 5:50 p.m. by unanimous consent. Meeting minutes show final approval on Oct. 21, 2025.
