Lincoln County approves employee stipends, equipment leases and awards Greys River maintenance project

The Lincoln County Board of Commissioners approved several administrative and budget actions at the June 20 meeting.
The board approved a one-time cost-of-living stipend of $3,000 for county employees working 20 hours or more per week and $1,500 for part-time employees working less than 20 hours per week; Commissioner Connelly moved the measure and the motion was adopted. Commissioners also approved a 10-year lease for a second Road & Bridge motor grader at $59,117.28 annually. Commissioner Bowers moved and the board adopted reappointments to county boards: Ann Wilford to the Lincoln County Library Board and Pam Price and Allen Smoot to the Planning & Zoning Commission, among others.
The board approved an SPD amendment to the Lincoln County Medical Plan removing Sterling Medical language. Commissioners voted to decline $20,191.81 in funding from the Wyoming Department of Health for prevention and treatment of problematic gambling behavior. The Greys River Magnesium Chloride Application Project received a single bid of $249,187.50 from Dustbusters Enterprise, Inc.; the county recorded that the agreement would be set not to exceed $200,000 and the board approved awarding the project to Dustbusters with authorization for the chairman to sign the agreement (consent item). The meeting minutes also show staff moving forward with court-security upgrades using ARPA funds and approved other routine vouchers and claims.
Several actions were recorded as adopted; when a roll call was reported (for the Sunroc CUP) all three commissioners voted aye. Other consent motions were recorded as "motion adopted" without roll-call detail in the minutes. The meeting adjourned at 4:50 p.m.
Next steps: staff will finalize contract documents for the awarded project, implement the stipend payments per human-resources guidance and proceed with procurement and project execution as authorized by the board.
