Lincoln County commissioners approve consent agenda, authorize state loan applications and sign public-health contract

The Board of Lincoln County Commissioners approved a multi-item consent agenda at its Sept. 19 meeting, including a new WIC program agreement, a forest road agreement and authorization to pursue state capital loans for Kemmerer infrastructure.
Commissioner Connelly moved to approve the consent agenda, which the board adopted. Among the items approved, the board agreed to sign an agreement with the Wyoming Department of Health Public Health Division and the Lincoln County WIC Program for $33,725 covering the period July 1, 2023–June 30, 2028. Commissioner Bowers moved and the board adopted approval of a Cooperative Forest Road Agreement (Schedule A) with the Caribou-Targhee National Forest.
The board also approved the Janssen Settlement Agreement Report of Non-Opioid Remediation Uses for the six months ending June 30, 2023, and accepted an Acknowledgement and Agreement Letter for the county’s financial audit as of June 30, 2023, with Jones Simkins, LLC. Commissioners authorized—pending review by the county attorney and the commissioners—the chairman to sign three applications and three resolutions to the State Lands and Investments Capital Construction Loan Program for water, sewer, streets and storm sewer projects related to local development in Kemmerer.
Commissioner Connelly moved to approve a 24-hour alcoholic beverage sales permit for Star Valley Farms d/b/a Blue Ribbon Barn for a Fall Festival event on Oct. 28, 2023; the motion was adopted. The board also approved publication of the FY 2022–23 revenue and expenditure statement and other routine consent items.
The motions were recorded as adopted by the board; the meeting minutes do not list individual vote tallies. Several items are contingent on legal review or external approvals: the State Lands loan applications will proceed only after the county attorney and commissioners complete their review.
The meeting later recessed for an executive session on personnel matters from 1:32 p.m. to 2:19 p.m. and adjourned at 2:48 p.m.
