Foster County board reviews finances, approves bills and schedules policy review for watercourse maintenance

The Foster County Water Resource Board reviewed its financial status and approved routine bills at the Feb. 11 meeting in Carrington. Secretary/Treasurer Dianne Straley reported a general fund cash balance of $130,324.89 at Bremer Bank as of Jan. 31, 2026 and noted county collections intended for the board of $10,004.19 in December and $5,531.12 in January; Straley said she will request those special assessment funds from the county to hold for the July Bank of ND loan payment.
The board approved presented bills on a motion by Ronn Stangeland, seconded by Alex Stedman. Listed invoices included Rinke Noonan legal invoices (total $930.00), an Apex Engineering invoice ($533.00), a reimbursement to Doug Zink ($67.62) and North Dakota Water Resource District Association 2026 membership dues ($700.00). Board members voted to approve the bills unanimously according to the minutes.
On project status items, the minutes show no new developments for Foster County Assessment Drain No. 1, Scott's Slough, or Carrington Creek cleanout. A prior public-comment entry in the January minutes records resident Jerry Becker saying he planned to widen areas on Scott's Slough before spring and to take before-and-after photos; the board reiterated that Becker is responsible for any required federal or state permits.
Engineer Jennifer Malloy notified the board that she found a discrepancy in a Stream Crossing determination letter for Estabrook Township and has contacted state staff to verify the finding; sending letters to townships was put on hold pending the state response. The board decided to add the "Watercourse Cleaning Out and Repair Cost Share Policy" to the March agenda for consideration. The meeting adjourned at 7:30 a.m.; the next regular meeting is scheduled for March 11, 2026, in the basement Board Room.
