Chief Administrative Officer Kurt Markegard presented the nomination of Joe Hozwarth to the Tree/Park Board to complete a four‑year term ending Dec. 31, 2028; Markegard noted Hozwarth’s work with the Montana Department of Natural Resources and Conservation overseeing forestry in the surrounding area and recommended his appointment for the board’s expertise.
Council discussed the Old Rod & Gun Club building and a Tree/Park Board interest in restoring it for youth target sports such as BB gun and archery. Staff noted the septic system has not been tested, that water and power could be restored, and that the City would need a cost estimate and appraisal before considering restoration during summer budget deliberations; potential historic‑preservation grants were noted as possible funding sources.
A written public‑comment submission from Kyle Farley (Visionary Communications) was read into the record requesting that the city schedule consideration of a telecommunications franchise agreement, with a requested first reading as early as February. The submission said Visionary would work with city staff and counsel to support the city’s review and facilitate timely consideration.
Council also placed administrative items on the workshop agenda, including a resolution to update signatories on city accounts and a short‑term engineering services contract to ensure an on‑call engineer is available until an RFP is completed in April. Council asked staff to request a Laurel‑specific Local Government Center training in Billings on Feb. 10 so all members can attend.
What happens next: The Hozwarth appointment and any franchise or contract measures will appear on future council agendas for formal consideration, staff will inspect the Rod & Gun Club facility and report back, and the council will pursue training scheduling.
