Hancock County supervisors elect leaders, fill boards and set 2024 policies

The Hancock County Board of Supervisors organized for the 2024 calendar year on Jan. 2 in Garner, electing Supervisor Gary Rayhons as chair and Supervisor Jerry J. Tlach as vice chair by unanimous votes.
The Board unanimously adopted Resolution No. 2024-001 assigning supervisors to county and regional boards and commissions. Supervisor Florence (Sis) Greiman will serve as the county representative to bodies including Elderbridge and the North Iowa Area Council of Governments; Supervisor Gary Rayhons will serve on the Central Iowa Juvenile Detention Center and other regional groups; and Supervisor Jerry J. Tlach was named liaison to emergency management and E911 boards. The resolution also lists alternates and city representatives for multiple regional committees.
The Board authorized County Auditor Michelle K. Eisenman to pay routine obligations during meeting adjournments, specifically salaries previously approved by the Board, insurance and unemployment quarterly payments, and emergency expenses deemed necessary by the auditor. The Board approved the Dec. 27, 2023 minutes and reaffirmed its general legislative policies and procedures.
Officials designated The Leader and the Summit-Tribune as Hancock County’s official newspapers under Section 349.1 of the Code of Iowa. The Board also set the 2024 mileage reimbursement rate at 55 cents per mile, unchanged from 2023, and approved the Hancock County Policy Regarding Compensation for Damages for Drainage District Projects for 2024.
By unanimous motion the Board reappointed several residents to county bodies: Matt Schoneman to the Conservation Board (term through Dec. 31, 2028); Virginia Edgar and Joseph Petersen, DO, to the Board of Health (terms through Dec. 31, 2026); Sara Wellik and Kevin Wilhite to the Zoning Commission (terms through Dec. 31, 2028); and designated Joseph Petersen as Medical Examiner and Catherine Butler MD as Deputy Medical Examiner through Dec. 31, 2025.
The Board said a full listing of claims paid in January 2024 will be published in the Jan. 15 minutes. The session adjourned with all supervisors voting aye; the next meeting was scheduled for Jan. 8, 2024.
