Henderson council approves consent items including CARES reimbursement language and grant funding

Key consent actions included: delegating authority to the City Manager to approve project contracts up to $50,000 if funds are appropriated and reviewed by the City Attorney and Finance Director (Resolution 20-14); naming the Henderson Police Department training/roll-call room in memory of Captain Michael Rodney Davis (Resolution 20-41); accepting a $30,000 National Fitness Campaign (NFC) grant that will reduce the City’s share of a PARTF-required match for a multiuse downtown park (Resolution 20-43); and approving tax releases and refunds for May 2020 (totaling $3,220.48).
On CARES Act funding, Manager Blackmon said Vance County had indicated the City’s allocation for Coronavirus Relief Funds would be $200,000; the County Manager advised the allocation may increase to up to $425,000, and staff said the consent resolution language would be adjusted to read “up to $425,000” to reflect that possibility (Resolution 20-45). Council also approved rescinding the water-rate increase approved in the FY 2020–21 budget and phasing in fixed charges over time due to COVID-19 impact (Resolution 20-46).
Council Member Elliott noted distribution of masks tied to a grant that will leave 30,000 masks in Vance County. The consent agenda passed with all councilors present voting yes.
