Planning board refers multiple site plans to engineering review and approves smaller amendments

The Benton County Planning Board moved several agenda items to engineering review and approved routine amendments at its Nov. 19 meeting.

Staff recommended engineering review for the Sunderman/Blackhawk Auto and Tire site-plan review (Case 25446) to address parking encroaching into right-of-way and a submitted drainage narrative; the board voted to send the application to engineering for a fuller review. The board also voted to send a proposed wedding and event venue on East Arkansas 72 (Case 25448) and a phase‑1 RV park on Kinsello Road (Case 25456) to Garver for engineering analysis, citing missing drainage reports or potential impacts.

Several subdivision items were also referred to engineering review: the Lickety Split preliminary plat (Stable View Estates, Case 25481) and Prairie Creek PUD time-extension/resubmittal (Case 25463) — the latter because the applicant’s prior time extension had expired and the PUD requires re-submittal. The board approved a major amendment to Hostetter’s shop building (Case 25392) and a few administrative lot-split waivers (including the Andrade waiver). Conversely, a North Star variance request to place a pool terrace and retaining wall within the rear setback (Case 25408) failed after members concluded the applicant had not shown a legal hardship.

Board members repeatedly instructed applicants to coordinate with staff on outstanding items such as Arkansas Department of Health subdivision approvals, recorded septic easements and clear engineering plans. Staff will forward engineering review requests and advise applicants on outstanding submissions.

Outcome snapshot: motions to send the Sunderman site plan, Launch Intention venue, West Holdings RV park, Lickety Split and Prairie Creek PUD to engineering passed; Hostetter site-plan amendment was approved; North Star rear-setback variance was denied (motion failed).
