Vann said the city received a National Fitness Grant but was denied a PARTF (Parks and Recreation Trust Fund) grant and therefore proposed moving forward in phases. Phase 1 would pour a concrete slab, provide temporary parking, create ADA-accessible sidewalks, purchase initial equipment and plant shrubbery; Vann estimated the Phase 1 cost at $162,700 and said some work could be completed in-house.
He said the project could be advanced by reapplying for PARTF when the opportunity arises and that the phased approach was intended to get usable park elements in place sooner while spreading capital costs over time. Council took a short break after the presentation and Vann’s materials were filed in the strategic planning packet for reference.
