Henderson council ratifies IBIS and other police grant applications, approves COVID and vest funding submissions

Police Chief Marcus Barrow asked the council on May 11 to ratify submissions of two Bureau of Justice Assistance applications to obtain an Integrated Ballistics Identification System (IBIS). Barrow said IBIS would allow local comparison of shell casings and make Henderson a regional evidence hub, reducing the need to send evidence to other jurisdictions. He said the applications have support from the District Attorney Mike Waters and the U.S. Attorney’s Eastern District. Council ratified Resolution 20-33 to submit the IBIS applications.
Barrow also described the recurring FY20 Bulletproof Vest Grant, which reimburses up to $4,590 for 50% of vest costs for new hires and to replace expired vests in line with NIJ five-year standards. Council approved Resolution 20-31 to submit the vest grant application.
Separately, Barrow reported that the Bureau of Justice Assistance told staff the City is eligible for a $50,000 Coronavirus Emergency Supplemental Fund award to buy touchless fixtures, sanitizing systems, PPE and, with BJA approval, a utility vehicle to transport personnel and citizens during emergencies. Council approved proceeding with the application.
Council discussion included staffing and maintenance considerations for new equipment; Barrow said the department has personnel to operate IBIS and expected minimal maintenance costs for the system’s software and camera components. The motions to ratify and submit the grants passed by recorded voice votes noted in the minutes.
