Neighbors told the board they hear noise and see bright lights from nearby refrigerated trailer storage. During the Nov. 5 hearing, Christina Lee, who owns adjacent property, asked whether moving employee parking off the field would simply make room for more refrigerated trailers. Steven Campbell, representing Pepper Source, responded that the proposed lot is for employees only and that trailers currently parked to the south would stay in place while the company explores building refrigerated storage or a freezer warehouse in the future.
To reduce risks to shift‑change pedestrian crossings on North Old Wire Road, the board required the applicant to coordinate a crosswalk and lighting plan with the Benton County Road Department, and to include an ADA‑aligned crossing and site lighting. The board also required clear signage prohibiting truck parking on the employee lot and a commitment that the lot will be used only for passenger vehicles. The motion to approve with these conditions passed 5–1.
Board members and county staff noted that the road department must review crosswalk specifications and that final installation may require following state/road department standards. Staff will receive the applicant’s crosswalk/lighting plan and report compliance before final sign‑off.
