Councilman Carter moved to approve the hire and the motion was seconded; the committee recorded an 'Aye' vote and approved the appointment. The sponsor said the candidate’s résumé (circulated to committee members) was part of the record and that personnel staff will complete onboarding steps and payroll paperwork, including physicals and step placement.
Councilman Smiley said he had sought an interview and "was strongly rebuffed" by the review team; he asked that the record reflect his concern. The sponsor and staff said HR and payroll will finalize start dates and step levels and that additional paperwork will be handled administratively.
