Council adopts five‑year Water & Sewer CIP, highlights Franklin County line and tank projects

Following a consultant presentation, the council adopted the City of Henderson’s five-year Water and Sewer Capital Improvement Plan, highlighting projects including a Franklin County water line, a new tank, waterline replacements and the glass plant connection.
The Henderson City Council unanimously adopted the City’s Water and Sewer Capital Improvement Plan (CIP) on Oct. 12, 2020, after a presentation by consultant Seth Robertson and staff.
City Engineer Clark Thomas introduced the presenter. Robertson summarized three objectives of the review, highlighted findings and listed major projects for consideration: the Franklin County water line, a new water tank, prioritized waterline replacement projects and connection to the glass plant water line. He noted the City is financially prepared and that current rates were lower than those used in the CIP update. Robertson recommended that the CIP be integrated as a central part of the budget process, that the City consider using debt for certain projects, and that staff perform annual financial reviews so the plan can be adjusted.
Council voted to adopt Resolution 20-67. Staff will incorporate the CIP into the upcoming budget process and pursue recommended planning steps.
