MANILA, Utah — The Town of Manila Planning and Zoning Board decided at its Dec. 1 work session to review and update the town's Future Land Use Map after members said the 2022 map no longer aligns with the zoning ordinance adopted in June 2024.
Board members said the map still lists zones that are no longer used in town code — for example, the map includes a "Civic-Institutional" designation that the zoning ordinance now calls "Central Development." Members said that mismatch emerged when a recent rezoning request drew attention to inconsistencies between the plan book and the ordinance.
Board discussion focused on three planning priorities for the update: preserving commercial lots along Highway 43 to maintain access and visibility for businesses; reclassifying lots currently used for housing as Residential—Low Density where appropriate; and changing Residential—Medium Density areas along the highway to Commercial—Mixed Use to allow for future commercial activity.
The board did not adopt a final map or set an official effective date during the meeting. Members instructed staff to review the 2022 General Plan map against the June 2024 ordinance and to prepare draft edits for a future meeting.
Votes at a glance: The board approved minutes from the Nov. 3, 2025 meeting (motion by Bill [William] Rylander; second by Rod Alexander; "Results: Approved"). The work session was adjourned at 5:37 p.m. on a motion by Brian Nelson, seconded by Bill Rylander. The regular meeting that followed set the next regular meeting for 5:30 p.m. on Jan. 5 and adjourned at 5:40 p.m. (motion by Brian Nelson; second by Bill Rylander).
The board's stated next step is for staff to produce updated map drafts reflecting the board's direction; no formal ordinance changes were adopted at the Dec. 1 meeting.
