Hancock County supervisors adopt code readoption, approve $100,070 contract to digitize drainage records

Hancock County supervisors voted March 18 in Garner to adopt an ordinance readopting portions of the county code and repealing Ordinance 28, approve use of federal Local Assistance and Tribal Consistency Fund (LATCF) money to digitize drainage district records and award a $100,070 contract to Cott Systems of Columbus, Ohio for the preservation project.
The actions came during an adjourned session attended by Supervisors Florence (Sis) Greiman, Gary Rayhons and Jerry J. Tlach. The board read and approved the minutes of the March 11 meeting; Supervisor Gary Rayhons read the ordinance’s second reading. An amended motion by Supervisor Jerry J. Tlach, seconded by Rayhons, approved the second reading; Supervisor Greiman did not vote on that amended motion due to technical difficulties on the teleconference. The board later voted unanimously to waive the third reading and adopt the ordinance.
The board approved Resolution No. 2024-013 to authorize disbursement of Local Assistance and Tribal Consistency Funds (LATCF) for a county project described in the resolution as “preservation through digitization of drainage district records.” The resolution references the American Rescue Plan Act as the source of LATCF distributions; the meeting record’s description of the federal legislation contained a numeric error, which has been corrected here to refer to the American Rescue Plan Act without repeating the incorrect dollar figure in the minutes.
As part of routine business, the supervisors approved a revised quote from Kruger Electric LLC of Kensett, Iowa, for heat detectors, $9,798.20, and signed several Iowa Department of Transportation federal-aid agreements for county highway bridge program projects (project nos. BROS-C041(145), BROS-C041(144), BROS-C041(143) and BRS-C041(146)).
The board accepted the best of two quotes for the drainage preservation/digitization project and awarded the work to Cott Systems for $100,070. The board also authorized the County Auditor to issue checks for claims on file from March 4 to March 18, 2024; the claims listing in the minutes totals $460,840.75 and includes large line items such as Hancock County medical benefit premiums for April ($148,724.46), Miner Ltd. Britt maintenance building work ($72,450.00) and PowerPlan parts ($35,940.51).
All listed motions that recorded a result were carried as noted in the minutes: the waiver and adoption of the county code ordinance, the LATCF resolution, the contract awards and the authorization to issue checks. The meeting adjourned at 10:50 a.m.; the board scheduled its next meeting for March 25, 2024.
