Hancock County supervisors approve third amendment to 2023-24 budget, authorize small interfund transfer

Hancock County Board of Supervisors on March 11 unanimously approved Resolution No. 2024-011, adopting the county's Fiscal Year 2023–2024 Budget Amendment #3.
Supervisor Jerry J. Tlach moved to adopt the amendment; Supervisor Florence 'Sis' Greiman seconded and the motion carried with all supervisors present voting "Aye." The action came during an adjourned-session meeting held in Garner.
The amendment increases total revenues from $15,166,390 to $17,939,166 and total expenditures from $20,016,221 to $21,696,802. The budget summary in the resolution shows an increase in intergovernmental revenues from $4,766,193 to $4,797,193, an increase in operating transfers in from $2,801,729 to $2,807,729, and the inclusion of $2,735,776 in proceeds of fixed asset sales. Major expenditure line increases include Roads & Transportation (from $7,113,010 to $7,488,010) and Capital Projects (from $3,030,144 to $4,222,395).
In the same meeting the Board approved Resolution No. 2024-012 authorizing periodic transfers from the Capital Projects Fund to the Debt Service Fund not to exceed $6,000 in Fiscal Year 2023–2024, referencing Sections 331.430 and 331.432 of the Code of Iowa. That resolution passed on a unanimous vote after a motion by Supervisor Tlach and second by Supervisor Greiman.
Michelle K. Eisenman, Hancock County Auditor, was present for the meeting and was directed to file the approved budget amendment and to establish accounting records consistent with the amendment.
Other business during the session included scheduling a second reading for a county code readoption ordinance and the Board signing a letter supporting an Aureon grant application for Garner Community Christian Childcare. The Board adjourned at 10:56 a.m. and will meet next on March 18, 2024.
