Hancock County supervisors approve summer road hires, five‑year road plan and appointment, then hold closed session

The Hancock County Board of Supervisors unanimously approved four summer hires for the Secondary Road Department, accepted the county’s Iowa DOT budget and a five‑year construction program, authorized facility and claims actions, and appointed Supervisor Florence “Sis” Greiman to the NIACOG Housing Trust Fund Board before entering a closed session under Iowa Code §21.5(1)(c).
The Hancock County Board of Supervisors met April 1, 2024, in Garner and voted unanimously on a slate of routine administrative actions, including hiring summer help for the Secondary Road Department, approving road budgets and a five‑year construction program, and appointing Supervisor Florence “Sis” Greiman to the North Iowa Area Council of Governments (NIACOG) Housing Trust Fund Board.
Supervisor Jerry J. Tlach moved to approve several items as a group; Supervisor Florence (Sis) Greiman seconded the motion and the board carried the action unanimously. The approvals included the hiring of four summer employees for the Secondary Road Department: Zack Monson, effective May 6, 2024, at $17.00 per hour; Paul Schroader, effective May 6, 2024, at $25.00 per hour; Rodney Dodd, effective May 6, 2024, at $25.00 per hour; and Luke DeWaard, effective May 28, 2024, at $17.00 per hour. The board also approved Hancock County Secondary Road’s Iowa Department of Transportation budget for fiscal year 2024–2025, accepted change order No. 2 for the courthouse HVAC system upgrade in the amount of $2,012, and approved a painting quote of $19,880 from Jennings Painting & Decorating, Ltd., of Fertile.
Separately, on a motion by Supervisor Florence (Sis) Greiman seconded by Supervisor Jerry J. Tlach, the board unanimously approved Hancock County Secondary Road’s Iowa DOT five‑year construction program for fiscal years 2025–2029.
The supervisors also voted to appoint Supervisor Florence (Sis) Greiman to the NIACOG Housing Trust Fund Board. That appointment passed on a motion by Supervisor Jerry J. Tlach, seconded by Supervisor Gary Rayhons, with unanimous approval.
On financial housekeeping, the board authorized the County Auditor to issue checks for claims on file April 1, 2024, after a motion by Supervisor Greiman seconded by Supervisor Tlach. The minutes state that a full listing of all claims paid in April 2024 will be published in the April 15, 2024 minutes.
Later in the meeting Supervisor Florence (Sis) Greiman moved, and Supervisor Jerry J. Tlach seconded, that the board enter closed session under Iowa Code section 21.5(1)(c) to discuss strategy with counsel in matters that are in litigation or where litigation is imminent. The motion passed unanimously. Minutes and a tape recording were taken during the closed session; the board later concluded the closed session, and the recording and minutes were sealed and secured. The minutes state that those records will not be available for examination without a court order.
The meeting was adjourned at 11:33 a.m. on a motion by Supervisor Tlach; all supervisors voted “Aye.” The minutes were attested by Michelle K. Eisenman, Auditor, and signed by Chair Gary Rayhons. The board scheduled its next meeting for April 8, 2024.
