Marion County accepts final closeout reports for Juvenile Court addition and Transition Center roof replacement

The Marion County Board of Commissioners on March 27 accepted final closeout reports for two county projects: a 3,100-square-foot addition to the Juvenile Court and a two‑phase roof replacement at the Transition Center located at the Marion County Jail.
Kevin Burton and Larry Tilford presented the Juvenile Court expansion closeout. The county initially used a Construction Management General Contractor (CMGC) approach; the CMGC contract with P&C Construction was terminated after bids exceeded budget. With design completed by Carlson Veit Architects, Andy Medcalf Construction was awarded the build contract Aug. 2, 2017; work began Sept. 14, 2017. That project incurred 21 change orders totaling about $83,000 and was completed on May 27, 2018, on time and under budget, Burton said.
For the Transition Center roof replacement, Burton said forensic reviews (2015) found no vapor barrier in the old roof system, which allowed warm interior air to condense and contributed to structural deterioration. AC+Co Architecture provided the redesign; Spearhead Roofing was awarded the work Aug. 30, 2017. Phase I began in December 2017; design revisions replaced an initial metal roof approach with PVC ribs and additional structural plywood and curb repairs. Phase II ran June–October 2018; many change orders stemmed from unanticipated structural repairs and weather-related constraints.
Commissioners thanked project teams for managing complex work and bringing the projects to completion. Commissioner Sam Brentano moved to accept the final closeout report; Commissioner Colm Willis seconded and the motion carried by unanimous voice vote. Project attachments and progress photographs were presented as part of the closeout materials.
