Butler County supervisors award $2.69 million road contract, appoint elections deputy and set budget hearing

Butler County supervisors on March 25, 2025 voted to award an Iowa DOT resurfacing contract and approved a sequence of administrative actions, while hearing residents’ complaints about local gravel roads.
The board awarded Iowa DOT Contract 12-C012-132 (HMA resurfacing/cold in-place recycling on T16 from Highway 3 north 6 miles to C23) to Mathy Construction Company of Onalaska, Wisconsin, with a low bid of $2,689,399.46. The engineer’s estimate for the project was $2,902,470.02; competing bids came from Heartland Asphalt, Inc. ($2,694,384.90) and Central Specialties, Inc. ($2,884,551.23). County Engineer John Riherd presented the bids and the board approved the award after a motion by Wayne Dralle and second by Greg Barnett.
The board also adopted Resolution #20-2025, designating County Engineer John Riherd as the authorized signatory to execute DOT contract documents electronically (Doc Express/Appia) once required contract documents, including the contractor’s bond and insurance, are received.
In personnel and administrative business, the board adopted Resolution #19-2025 appointing Ellah Schell as Elections Deputy effective March 24, 2025; the adoption was recorded by roll call. Supervisors approved a Secondary Roads Department handbook addendum aligning the department’s holiday schedule with current practice, which provides two floating holidays instead of specific observances such as President’s Day and Christmas Eve and specifies double-time pay if called to work on Christmas Day.
During public comment at the start of the meeting, residents Brad Swarts and Brad Walter of New Hartford urged more maintenance on local gravel roads, citing washboards and potholes on Ridge Avenue, Tanner Road, 325th Street and Spring Avenue. Riherd acknowledged the problems, saying heavy traffic and local hills present maintenance challenges and that those areas need additional attention. Gaylen Mulder and Ryan Siems also raised concerns about potholes and gravel levels on 290th Street.
County Auditor Leslie Groen presented updates during the FY26 budget workshop; the board set the proposed budget public hearing for April 15, 2025 at 9:00 a.m. The board approved claims, acknowledged receipt of multiple manure management plan updates and adjourned to April 1, 2025 at 9:00 a.m.
No votes were recorded to approve or deny any development proposals related to cryptocurrency or battery storage during the meeting; the moratorium on those uses was adopted separately (Resolution #18-2025).
