Butler County board adopts $31.2 million FY2026 appropriations

The Butler County Board of Supervisors adopted Resolution #403-26 on June 30, 2025, establishing appropriations for fiscal year 2026 that total $31,196,892 and take effect July 1, 2025. Auditor Leslie Groen presented the schedule of appropriations and the board moved to adopt the resolution; the board recorded the resolution as duly adopted.

The resolution itemizes appropriations by fund and department, with several large program allocations: Secondary Roads at $11,689,400; Information Technology at $827,988; Conservation at $1,598,764; and General Services and Non‑departmental lines included in the total. Section 1 of the resolution constitutes authorization for listed departments and officers to make expenditures within the listed amounts. Section 5 directs the county auditor to establish separate accounts that indicate the appropriation amount, charges and unencumbered balance and to report monthly to departments.

The resolution cites Iowa Code procedures (section 331.434, subsection 6) and includes a requirement (Section 3) that no department may expend funds in excess of appropriations. It also directs the auditor to notify the board if available resources fall short of total appropriations and states all appropriations lapse at the close of business June 30, 2026.

The board moved and seconded the adoption as recorded in the minutes; Rusty Eddy was listed absent. The auditor, Leslie Groen, is named in the resolution to maintain and report on the accounts.
