CapMetro board unanimously adopts civil rights policy to maintain FTA compliance

The Capital Metro Board adopted a policy statement reaffirming the agency’s commitment to federal civil‑rights requirements, board members said.
Donna Simmons, CapMetro executive vice president and chief administrative officer, summarized the policy as an affirmation of the board’s commitment to comply with Title VI of the Civil Rights Act, Title VII, the Americans with Disabilities Act and to continue its disadvantaged business enterprise (DBE) program to ensure small and disadvantaged businesses can compete for federally assisted contracts.
Simmons told the board that the policy is included in the board packet and that compliance with these federal civil‑rights and nondiscrimination requirements is necessary for continued receipt of Federal Transit Administration funding. The board took a motion, received a second, and approved the resolution unanimously by voice vote.
Later in the meeting a public commenter, Zenobia Joseph, returned to the topic and urged the board to consider equity outcomes and local concerns such as lighting at a transit center and route connectivity for neighborhoods north of US‑183.
The board provided no additional amendments at the meeting; staff will incorporate any necessary administrative edits and publish the policy as adopted.
