The adopted amendment clarified that prescribed term limits apply only to persons whose two consecutive four-year terms begin after Nov. 2026.
Jimmy Arwood, speaking for the Arizona School Board Association, said the association opposed the bill, arguing term limits could remove experienced local leaders and disproportionately affect rural districts where community leaders often serve in multiple roles. Committee members discussed the need to refine language and agreed to work on floor amendments; the committee's roll call was 4 ayes and 3 nays, giving HB 23-18 a due-pass recommendation as amended.
