Commissioner outlines options to finance County Park dock extensions

Commission Board President Wil Howard updated the Steuben County Council on proposed County Park dock extensions, telling the board that park officials plan to borrow from the Major Moves Fund No. 1172 and present two repayment approaches.
Howard described a narrower option that would fund only dock construction and rely on fees collected at the park to repay the Major Moves loan over two seasons. He said a second option would bundle the docks with additional park improvements and extend repayment over three or four seasons. Howard also noted that items raised at the January meeting are being worked through and that the county is reviewing related requests for proposals.
No formal appropriation for the dock project was recorded at the Feb. 10 meeting; Howard’s update was entered as an informational briefing and the county indicated staff will return with detailed proposals (including repayment schedules and any fee models) for council review. The council also discussed timing for follow-up, and county staff referenced ongoing RFP review.
Howard identified Major Moves Fund No. 1172 as the anticipated source of initial financing, and he outlined the two repayment-duration options for council consideration. The matter remains subject to further review and a future council decision once staff delivers proposals and cost estimates.
