Bay Minette City Council approves budget revision, ordinances and multiple resolutions

The Bay Minette City Council, presided over by Mayor Robert A. Wills, unanimously approved a mid‑year fiscal 2021–22 budget revision and a slate of ordinances and resolutions at its June 6, 2022 meeting.
Council approved payables totaling $478,424.00 after a motion by Councilmember Matt Franklin and a second by Councilmember Mike Phillips. Councilmember Pete Sellers moved to adopt Resolution 0622‑01 (the fiscal 2021–22 mid‑year budget revision); Councilmember Mike Phillips seconded, and the motion carried unanimously.
Councilmember Matt Franklin moved, and Councilmember Shannon Clemmons seconded, approval of Ordinance 1004 (Planning and Zoning Fees) on second reading; that motion passed unanimously. Mayor Wills opened a public hearing on Ordinance 1006 (pre‑zoning of annexed property) and, after noting there were no speakers during the hearing, the Council approved Ordinance 1006 on first reading (motion by Councilmember Mike Phillips; second by Councilmember Matt Franklin).
The Council also authorized the Mayor to sign an agreement with AVENU Insights & Analytics, LLC (Resolution 0622‑02), approved a Civic Center rental fee waiver for North Baldwin Infirmary Foundation (Resolution 0622‑03) and for the Douglasville Alumni Association (Resolution 0622‑04), and authorized an agreement with the Baldwin County Commission (Resolution 0622‑05). All motions were moved, seconded and recorded as carrying unanimously.
The meeting concluded after a presentation of a May Day plan and a period of citizen comments; Councilmember William Taylor moved to adjourn, seconded by Councilmember Mike Phillips, and the motion carried.
