Summary
Calhoun County Administrator Kelli Scott reported an approximate $50,000 increase in Net Win payments and a Dec. 31, 2025 fund balance of about $131,000; the board discussed, but did not decide on, expanding Tier IV discretionary grant eligibility to neighboring jurisdictions.
Kelli Scott, Calhoun County Administrator/Controller, told the FireKeepers Local Revenue Sharing Board on March 5 that the Net Win payment for the year had increased by about $50,000 compared with 2025 and that the Dec. 31, 2025 ending fund balance was approximately $131,000.
Scott said Sherwood Township, which is located in neighboring Branch County, has expressed interest in applying for a Tier IV discretionary grant. She told the board that "neither the Compact or Interlocal Agreement restrict this flexibility," meaning the board could change eligibility rules if it chooses to offer a Tier IV program this year.
Greg Moore, the 2025 FLRSB chair who opened the meeting, noted that neighboring municipalities could be affected by mutual public-safety responses tied to FireKeepers Casino or tribal reservation operations, a factor the board may consider when weighing eligibility changes.
Board members discussed whether to offer a Tier IV discretionary grant program but did not make an official decision at the March meeting. Kelli Scott reviewed the calendar for grant notifications and deadlines, noting the county will publish Tier II notices by March 15 and expects Tier 2 applications by April 17, with hearings scheduled for May 7 and a preliminary budget presentation on June 17.
Next steps: the board may decide to change Tier IV eligibility in a future meeting if it chooses to run a discretionary grant round; no formal motion to alter eligibility was taken on March 5.
