Hudson County commissioners cut Tetra Tech review allocation, direct staff to reallocate roughly $80,000

Commissioner William O'Dea initiated the change after County Administrator Abraham Antun told the board that the Community Development Block Grant (CDBG) expenditures tied to the Tetra Tech work had totaled $41,276 across program years 2021, 2022 and 2024. O'Dea said the department's recommended contract amount did not match recent spending and moved to cut the allocation and direct the director to identify other projects that could use the remainder.
"I'm going to make a motion that we reduce the amount in Item No. 23 to an amount equal to $41,450," Commissioner William O'Dea said during the meeting, citing historical annual expenditures and asking staff to propose reallocation options.
County Administrator Abraham Antun had explained the department's recommendation: the RFP for review services assumed a certain number of reviews and arrived at the $121,450 figure, but actual review activity in recent years was much lower. Antun told the board the department would implement the board's direction if the motion passed.
The board recorded the motion and conducted a roll-call vote during the meeting. The Clerk recorded affirmative votes from the commissioners present; the motion carried with eight recorded yes votes and one commissioner absent. (The transcript records the roll call in the meeting minutes.)
The board did not specify which projects would receive the reallocated funds during the Nov. 25 meeting; Commissioner O'Dea asked Director Darice Toon to return to the board at a later meeting with recommendations for how to distribute the approximately $80,000 saved from the cut.
Other routine matters on the Nov. 25 agenda — including approval of consent items and the introduction of two ordinances — were handled later in the meeting. The board also adopted a schedule change for the December caucus and regular meetings.
What happens next: Director Toon is expected to review past CDBG spending and bring recommendations back to the board about where to apply the unspent portion of the Tetra Tech allocation. No contract cancellation or replacement was finalized at the Nov. 25 session.
