Moody City Council unanimously approves event permit, equipment purchases and $70,000 Civic Center bathroom project

The Moody City Council met on Feb. 10, 2025, and unanimously approved a series of routine procurement items, a permit for a March 17 St. Patrick’s Day event, personnel actions and a capital bathroom renovation for the Civic Center.
The council approved a permit request from Joel Wallace of Oh Sherri Pub for a St. Patrick’s Day party with live music and an outdoor celebration on March 17, 2025. Council Member Matt Morris moved to approve; Council Member Ellis Key seconded, and the motion carried with all present voting AYE. The minutes record Council Members Linda Crowe and Nick Rutledge as absent for the meeting.
Police Department requests approved included a budgeted $4,300 ammunition purchase from Gulf States and a $3,106 annual renewal of the LEADS Online investigative subscription. Chief Reece Smith presented both items; motions to approve passed unanimously. The council also approved multiple Public Works purchases — a replacement thumb for an excavator ($1,535, Tractor and Equipment), a PTO shaft for a 10-foot Bush Hog ($1,930.29, Coblentz Equipment), and 30 tons of cold-mix asphalt at $104 per ton ($3,120 total, AAP).
Fire Department items approved included installation of a fire hydrant on Hammock Road tied to a concurrent water-main installation (Birmingham Water Works, $3,269), purchase of a portable scene light ($850, The Fire Store), and preventive maintenance inspections for three pumpers and a ladder truck (SEMS, $8,900). The council also approved promotion of Greg Jones from EMT Basic step 5 to Paramedic step 4. All measures were moved and seconded as recorded and passed with unanimous AYE votes from those present.
Library and IT items included renewal of the library’s Atriuum subscription from Book Systems Inc. ($2,359) and replacement of four desktop computers under the citywide five-year IT capital plan (Dell Tech, $3,240 total). Mayor Joe Lee presented a capital project to build out two second-floor Civic Center bathrooms and remodel a third; the contract with Clapper Restoration was approved with a not-to-exceed amount of $70,000 (Capital Outlay 01-526-9900). Council Member Lynn Taylor moved to approve, Council Member Matt Morris seconded, and the motion carried unanimously.
