Moody City Council approves routine training, equipment purchases and accepts city audit

Moody — The Moody City Council on Feb. 24 approved multiple routine municipal actions, including police and fire training requests, park equipment purchases, renewal of a Civic Center subscription and acceptance of the city audit for the fiscal year ending Sept. 30, 2024.
Mayor Joe Lee opened the meeting at 6:00 p.m. and the council recognized Sgt. Mike Long for delivering a baby on Feb. 12, 2025, an item presented by Police Chief Reece Smith. The council then moved through its consent and action agenda, adopting the published agenda and approving prior meeting minutes (the minutes approval recorded two abstentions).
Public safety approvals included authorization to send Brian Smith to an Active Shooter Instructor School in Mobile, Ala., on March 16, 2025 (cost $595, budget item 01-513-1500), and to send two sergeants to FBI LEEDA Supervisor training in Birmingham March 25–28, 2025 (cost $1,590, budget item 01-513-1500). Police Chief Reece Smith presented both requests and council motions to approve were seconded and carried unanimously.
Fire Chief Larry Horton requested and the council approved the annual aerial test with vendor CFS Inspections for $1,380 (budget item 01-514-5400) and installation of headsets and a radio in the department's new F150 (vendor Red Beard Solutions, $3,129.80, budget item 01-514-5400).
Parks and recreation staff requested the purchase of a Kubota ZD1211L zero-turn mower from Alabama Tractor for $17,041.72 (capital budget request 2024–2025), renewal of the Civic Center's RecDesk subscription for $4,935 (budget item 01-526-2003), and authorization to continue advertising and hiring part-time front-desk and janitorial positions annually. All three items were approved unanimously.
Inspections Director David Crowe obtained council approval for Building Department Administrative Manager Jessica Amick to attend the Certified Alabama Planning & Zoning Official training online (cost not to exceed $656, budgeted under inspections training 01-515-1500).
Library Director Sara Roberts received approval to spend up to $3,750 for the library's summer reading performers and supplies (funded under contracted services and programming, 01-519-3000 and 01-519-3100). Council Member Lynn Taylor moved to accept the city's audit prepared by Truitt, Tingle, Paramore and Argent, LLC, for the fiscal year ending Sept. 30, 2024; the motion passed unanimously.
The council approved Mayor Lee as the voting delegate and named Mayor Pro-tem Linda Crowe and Council Member Lynn Taylor as alternates for the Alabama League of Municipalities annual convention. Public Works Director Lee Drummonds received approval to surplus a 1989 Army dump truck (VIN 113A, no title) and to purchase a 2025 Kubota U35-4R1A excavator from Alabama Tractor for $50,969.28; funding includes $20,000 from the capital budget request and the balance from the Public Works Capital Reserve.
Most motions were moved by council members and seconded as recorded in the minutes; where recorded, votes were unanimous except the Feb. 10 minutes approval, which recorded two abstentions. The council closed the meeting at 6:15 p.m.
