The Moody City Council on March 24 approved a three‑year contract with Johnson Controls Inc. for third‑party life‑safety inspections, testing and maintenance on city properties and cleared several budgeted equipment and training requests.
Fire Marshall James Mulkey presented the Johnson Controls contract, which the minutes list at $11,350 per year (allocated as $7,700 from City funds and $3,650 from Industrial Park Fire Suppression Fees). The agenda packet as recorded lists one‑time installations of cellular dialers at City Hall, the Civic Center and Moody Police at $1,689.78 each (total $5,069.34) and an additional dialer at Moody fire pumps on Highway 78 paid from Industrial Park fees at $1,689.78. The minutes show first‑year totals as City $12,769.34 and Industrial Park Fire Suppression Fees $5,339.78, for a combined total of $18,109.12; years two and three are listed at $11,350 per year (City $7,700; Industrial $3,650).
The motion to approve the Johnson Controls contract was made by Council Member Nick Rutledge, seconded by Council Member Ellis Key. The minutes record that the motion carried with all present voting AYE except Council Member Linda Crowe, who abstained.
The council also approved several routine, budgeted department requests. Chief Larry Horton requested approval to send three company officers to the "Company Officer Academy" at Columbia Southern in Gulf Shores, May 6–8, 2025; the minutes list a cost of $600 and indicate the item was budgeted to account 01‑514‑1500. That motion was made by Council Member Nick Rutledge, seconded by Council Member Lynn Taylor, and carried unanimously.
Chief Horton further requested approval to send Lieutenant James Mulkey to an ATF fire investigation class April 28–May 2, 2025, at Redstone Military Base in Huntsville, with registration, travel and lodging costs not to exceed $1,820 (budgeted to 01‑514‑1500). Council Member Lynn Taylor moved approval, Council Member Linda Crowe seconded; the motion passed unanimously.
Mike Stagg of Parks and Recreation requested purchase of a 12'x18' American flag for the park from Grainger at a cost of $491 (budgeted to Park and Grounds 01‑551‑1000). Council Member Nick Rutledge moved the purchase; Council Member Matt Morris seconded, and the motion carried unanimously.
Separately, Mayor Joe Lee presented a request to purchase one SkidPro Forestry Mulcher SP 500 (48" width) with replacement teeth, not to exceed $25,000, budgeted under Capital Projects 2024‑2025 to support construction of walking and biking trails at city property off Haynes Drive and other public works projects. The council approved that purchase by a unanimous vote on a motion by Council Member Nick Rutledge, seconded by Council Member Matt Morris.
The meeting was closed at 6:07 p.m. with no further business recorded. The minutes were signed and certified on an approval line dated April 14, 2025.
