Davis County accepts $246,087 in federal funds for tobacco prevention and preschool development

The Davis County Commission voted Dec. 23 to accept two federal pass-through grants administered by the Utah Department of Health and Human Services: a tobacco-prevention grant of $46,087 and an amendment to the Preschool Development Grant (PDG) of $200,000, both covering programming in 2025–2026.
Brian Hatch, director of the Health Department, told commissioners the funds are receivables that will support tobacco-prevention activities and a home-visitation program tied to the PDG. "Both of these are federal funds that pass through," he said. Chair Lorraine Kamalu noted a formatting error on the PDG line and Hatch confirmed the correct amount was the $200,000 figure presented.
Commissioners moved and approved both items by voice vote. County officials said the grants flow from state-level administration to county programs and will support existing public-health services and early-childhood interventions.
The county did not provide further budget breakdowns in the meeting; Hatch described both as pass-through federal funds and did not specify subrecipient allocations during the presentation.
