Garvey Board approves consent agenda, adopts instructional-materials resolution and new assessment role

The Garvey Board of Education on Oct. 14, 2025, in Rosemead approved a slate of routine and project-specific items, adopted a resolution confirming the sufficiency of instructional materials for the 2025–26 school year and approved a new classified job description to support state testing.
The Board approved the Consent Agenda 5-0 with corrections to previously submitted minutes and the district’s Proposition 28 annual report (the report had listed zero students served and zero sites; administration said those were typographical errors and will be corrected). Items included approval of minutes for Sept. 10 and Sept. 25, authorizations for conferences, the Williams quarterly uniform-complaint report, the district’s Continued Funding Application to the California Department of Education for the California State Preschool Program, multiple student field trips and assemblies, contract renewals for interpreting and an emergency management system, and several capital-project contracts and notices of completion tied to Emerson Elementary and other sites.
In a separate formal action, the Board adopted Resolution No. 25-26-03 verifying compliance with Education Code Section 60119 that the district has sufficient, standards-aligned instructional materials for all students in core subjects for 2025–26 (motion by Andrew Yam; second by Maureen Chin; vote 5-0).
On personnel matters, the Board approved a new Student Assessment Assistant job description (motion by Ronald Trabanino; second by Andrew Yam; vote 5-0). Board member John Nunez asked whether the position would reinstate work previously performed by certificated staff and whether unions had reviewed the change; district staff said there is an existing MOU with CSEA for classified duties, that GEA had not yet reviewed the change, and that state rules allow qualified classified staff to administer assessments after mandated training.
Board members also approved revised Board Policy and Administrative Regulation 1312.3 (Uniform Complaint Procedures) by unanimous vote (motion by Andrew Yam; second by John Nunez; vote 5-0). Board President Paul Duran noted that Board Policy 4033 (Lactation Accommodation) had its first reading and will return for a second reading at the next meeting; Superintendent Anita Chu said sites would identify appropriate, dedicated rooms on request for lactation needs.
Several capital projects related to Emerson Elementary were read into the record as completed and accepted, including electrical work, HVAC installation and roofing upgrades, and ratified contracts for field restoration and modular classroom ramp work. Director-level staff said vendors had completed work and fund sources were bond funds; one board member expressed concern about the pace and quality of some vendor work and about outstanding city approvals for driveway and sidewalk plans.
Why it matters: The actions advance several district facilities and program priorities (early-learning facilities, safety systems, outdoor-education experiences and Proposition 28 arts spending) and establish a staffing change to support state assessments. The consent approvals move vendor payments and capital projects forward; adoption of the instructional-materials resolution documents legal compliance under state law.
Board President Paul Duran adjourned the meeting at 8:07 p.m. The Board listed Nov. 6 and Dec. 11, 2025 as upcoming meetings.
