Council approves merit increases and contract extensions for city manager and city attorney

After meeting in closed session under N.C.G.S. 143‑318.11(6) to discuss contracts, the Newton City Council returned to open session and approved personnel contract actions for the city manager and city attorney.
Mayor Jerry Hodge said the council reviewed the city manager’s evaluation and agreed to a 2.5% merit increase and a contract extension for City Manager Sean Hovis through 2028. Hodge said the severance provision will be rephrased to provide a graduated distribution rather than a lump sum.
The council likewise approved a 2.5% increase for City Attorney John Cilley and added three years of credited service to his contracted services, which increases annual leave from eight to 14 days. Both contract approvals were adopted by unanimous vote.
City Manager Hovis and City Attorney Cilley will have their revised contract terms reflected in formal documents to be executed by the mayor and city manager as appropriate.
