Newton Council awards $2 million contract to replace W. 15th Street water line

Newton City Council on May 6 approved awarding a construction contract of $2,000,000 to TP Howard’s Plumbing, Inc. for the W. 15th Street water line replacement project.
Public Utilities Director Dusty Wentz recounted that the city approved engineering design services for the project in August 2023 and that engineering and permitting are now complete. At the April 10 bid opening, only one bid was received from TP Howard’s Plumbing. The base bid — which includes 2,000 feet of water-line replacement and an asphalt overlay — totaled $2,000,000. Wentz said $1,622,000 of the base bid (the water-line work) and a $22,650 storm drainage alternate are eligible for reimbursement from Department of Public Safety (DPS) grant funds; the asphalt overlay ($355,350) will be funded from Powell Bill Fund Balance. After allowing a 5% contingency the budget for the base bid and stormwater alternate was listed as $1,726,585 and the overlay budget as $373,117.
Wentz recommended awarding the contract to TP Howard’s Plumbing; Council Member Jody Dixon moved for approval and the council approved the award unanimously.
The project record in the meeting packet references the funding split between DPS-eligible work and Powell Bill funds for paving. Council did not discuss alternate bidders because only a single responsive bid had been received.
