Council approves RAP Tax committee appointments and CDBG application; parks planning continued

At its Feb. 24 meeting, the Clinton City Council approved several personnel and routine funding actions, including RAP Tax Committee appointments and authorization to apply for 2026 Community Development Block Grant (CDBG) funding.
Mayor Marie Dougherty proposed reappointing Terry Tremea, Kathy Ostberg and Randy Halley and appointing Robert Miller (term through Dec. 31, 2026) and Kristi Davis (term through Dec. 31, 2027) to fill two vacant RAP Tax Committee seats. Robert Miller described his background in parks and skate-park development. Councilmember Chris Danson moved to adopt Resolution 08-26 to ratify the appointments and reappointments; Councilmember Jennifer Christensen seconded and the roll-call vote was unanimous.
The Council also approved Resolution 09-26, authorizing submission of the City’s 2026 CDBG grant application to seek federal funding for eligible community development projects that primarily benefit low- and moderate-income residents. Councilmember Adam Larsen moved and Councilmember Chris Danson seconded the motion; roll-call votes were recorded as aye for all voting members.
On parks planning, Mayor Dougherty summarized community feedback from a January Parks Open House. Councilmembers discussed additional amenities, potential phasing and prioritization, and the possibility of a future dog park. Councilmember Spencer Arave moved to continue parks discussion at a future work session; the motion passed unanimously.
The meeting also included training on property-tax basics and municipal fund accounting; an attempted motion to recess for 10 minutes failed for lack of a second. The meeting adjourned at 9:38 p.m.
