The Clinton City Council heard an informational presentation Feb. 24 from Wasatch Integrated Waste Management District on recycling and green-waste diversion opportunities and related grant funding.
Executive Director Preston Lee and Landfill Manager Jesse Simonson outlined district operations, future landfill capacity considerations, recycling processing, and organics collection program options. Presenters described available grants that could help municipalities implement curbside organics programs and noted an opt-out structure that would allow residents to decline service without being charged for unreceived services.
Councilmembers asked about contamination rates in recycling streams, processing capacity, likely participation rates, and how program costs would be structured. City Manager Trevor Cahoon said the city could consider using reserve funds to purchase initial carts and incorporate ongoing program costs into future budgets. Councilmembers requested projected cost estimates and participation scenarios to better understand long-term fiscal impacts before taking formal action.
Councilmember Adam Larsen moved to bring the issue back for additional discussion at a future meeting; Councilmember Chris Danson seconded and the motion passed unanimously. Mayor Marie Dougherty said staff would return with more detailed cost and participation projections and potential resolution language for Council consideration.
