Resident urges competitive bidding on mower purchase; treasurer seeks policy on small abatement refunds

At the Sept. 25 meeting of the Big Horn County Board of Commissioners, resident Sue Riley urged county road officials to avoid sole-source purchases after learning the county planned to buy a mower from RDO. Riley said she believes there are less expensive alternatives and asked the road department to be more diligent in future procurements.
Treasurer Denise Rios raised a separate administrative matter, asking the board to revisit a $0.73 abatement refund policy. Rios reported legal research indicating the county need not issue refunds of $5 or less and requested the board deny future refunds under $5. Accountant Mike Opie also noted administrative work: fair checks for 4‑H livestock sales are ready but require returned W‑9 forms before checks can be issued.
