Big Horn County commissioners approve planning grant, back $9,000 depot request and hear women’s prison site update

Big Horn County commissioners met Oct. 2 in Hardin and approved routine claims and minutes, approved a planning grant proposal that requires a cash match, agreed the City will be the requesting entity for a $9,000 Chamber depot update request, and heard an update on pursuing Hardin as a potential site for a women’s prison.
Commissioner George Real Bird III moved to approve claims 1092 and 1093; Commissioner Larry Vandersloot seconded the motion and it passed unanimously. Real Bird also moved to approve the Sept. 25, 2025 minutes; Vandersloot seconded and that motion likewise passed unanimously.
During old business, Drew Lehr, City finance officer, briefed the board on a Chamber request for $9,000 to update the depot and said the City should serve as the requesting entity because the City received the underlying grant. County Attorney Jeanne Torske told the board she will draft an interlocal agreement to formalize the relationship between the City and county on the project.
Under new business, Lawrence Killsback presented a draft planning grant labeled in the record as “CBDG” to support an update of the county’s capital improvement plan. Killsback said the planning grant will require a cash match. Commissioner Larry Vandersloot moved to approve the planning grant proposal; Commissioner Real Bird seconded and the motion passed unanimously.
Killsback also updated the board on efforts to pursue Hardin as the location for a proposed women’s prison and said the next step is to submit a bid to be considered during site selection.
Separately, county accountant Mike Opie asked the board to authorize a working group to formalize a step-and-grade system previously created by Associated Employers; Opie said he will organize the group and begin work.
The meeting adjourned with an approval signature recorded for Lawrence Big Hair as presiding officer and attestation by Peri Schenderline, deputy clerk and recorder.
