County OKs $9,000 to help renovate Hardin Depot

The interlocal agreement, executed under the Montana Interlocal Cooperation Act (MCA § 7-11-101 et seq.), directs Big Horn County to provide nine thousand dollars ($9,000) to the City of Hardin to support replacement of roofing tiles, windows and exterior paint on the historic depot. The document notes the Hardin Chamber of Commerce & Agriculture contributed $1,700 toward the project and that Hardin has also obtained a grant for renovations. "County desires to support the renovations of the Hardin Depot by providing nine thousand dollars ($9,000) to Hardin," the agreement states.
The agreement assigns project management to the City of Hardin, requires the city to hire and supervise the contractor, and includes provisions encouraging use of labor and materials from within Big Horn County "when feasible." It also includes indemnification language and insurance conditions requiring the contractor to carry workers' compensation or an independent-contractor exemption certificate and sufficient liability coverage. Heather Ready presented the agreement during the meeting; the board approved it without recorded opposition.
County officials did not record the identity of the grant source noted in the agreement, and the minutes do not specify a construction timeline beyond the six-month agreement term. The agreement's termination clause allows either party to end the agreement for material breach if a cure is not made within 30 days. The resolution authorizes the county to execute the interlocal agreement and provide the $9,000 Depot Funding.
The move secures county funding for the depot restoration while leaving project oversight and contractor selection to the City of Hardin. The county's next administrative steps under the agreement include any required notices and coordination with Hardin on contractor insurance and indemnity documentation.
