Bunch, chairman of the Fulton County Board of Commissioners, moved to adopt the 2026 Board of Commissioners By-Laws under provisions of the County Code and the Act of August 9, 1955 (16 Purdon, Sections 503 and 509 as amended); the motion passed with all three commissioners in favor. The adoption formalizes rules for conducting board business in 2026.
On procedural motions, Commissioner Steven L. Wible moved to approve the board's Dec. 30, 2025 meeting minutes and the Dec. 30, 2025 Salary Board minutes; both motions were approved unanimously. Commissioner Hervey P. Hann moved to approve the accounts payable dated Jan. 6, 2026, totaling $229,387.17; the board recorded the following fund-level allocations: General Fund $53,157.03; Liquid Fuels $13.41; Independent Living $12,558.01; SFC Evidence Based Practice $12,650.30; Law Library $2,637.72; 911 $11,326.59; Act 13 Marcellus Shale Recreational $7,000.00; Capital Projects $75,662.44; Debt Service $28,783.34; Krivak Trust Fund $25,598.33. The payroll motion, also moved by Commissioner Hann, approved payroll totaling $122,828.46.
The board confirmed reappointments intended to stagger terms on the Bedford Fulton Joint Recreation Authority (Eric Weisbrod to Jan. 1, 2029; Paul Johnston to Jan. 6, 2030; Greg Henry to Jan. 5, 2031). The commissioners also approved a slate of county appointments and service providers for 2026, including Solicitor Jim Stein & DSS Law; Chief Clerk Stacey M. Shives; Tax Claim Bureau Director Amy Bishop; Chief Assessor Melissa Gordon; Director of Veterans' Affairs Richard Newman; and county engineers Keller Engineers and CES Engineering.
Commissioner Wible moved to reappoint Amy Bishop as Interim County Treasurer for 2026; that motion passed unanimously. Commissioner Bunch moved to designate the board's committee and board assignments for the year, assigning commissioners and alternates to bodies including the Permanent Salary Board, the County Treasurer Retirement Board, the Assessment Appeals Board, the County Records Improvement Committee and multiple regional entities such as the Southern Alleghenies Planning & Development Commission and the Tuscarora Managed Care Alliance.
On vendor payments and board leadership, the commissioners approved an RBA invoice for $7,957.31 on a motion by Commissioner Hann and appointed Michael Beatty as chairman of the Farmland Agricultural Land Preservation Board for 2026 on a motion by Commissioner Bunch.
The commissioners noted they held annual reorganizational meetings for the Salary and Retirement Boards at 9:00 a.m. with separate minutes on file. Commissioner Hann moved to adjourn the meeting at 10:37 a.m.; the motion carried with all in favor.
