Fulton County commissioners approve new hire, pay scale, benefits opt-out, invoices and other administrative items

At their Jan. 13 meeting, Fulton County commissioners unanimously approved hiring Angie Horton as Enforcement Officer 1, adopted the 2026 pay scale and a revised health-insurance opt-out payment, and approved $135,622.38 in payables plus several invoices and administrative contracts.
The Fulton County Board of Commissioners on Jan. 13 approved a series of routine administrative actions that will affect county staffing, employee benefits and vendor payments.
Domestic Relations Director Tina Gress requested approval to fill a vacant Enforcement Officer 1 position. Commissioner Randy H. Bunch moved to hire Angie Horton for the union position, effective Jan. 26, 2026; the Salary Board set her salary under the Collective Bargaining Agreement. The motion was recorded as unanimous.
Interim County Treasurer Amy Bishop presented the county's financial report for the month ending Dec. 31, 2025 and the commissioners approved account payables dated Jan. 13, 2026 totaling $135,622.38. The minutes include a fund-level breakdown: General Fund $66,644.09; SFC Technology Grant $92.22; 911 Fund $3,874.57; Domestic Relations $291.06; Capital Projects $64,720.44.
The board approved several invoices: the CCAP PCoRP second-installment invoice for $45,442.00 and a SAP&DC invoice for local county/transportation support for $8,598.00. Commissioners also approved a renewal quote for ASPIRE two-factor authentication as submitted by Rick Grissinger, Elect IT.
HR Administrator Mary Huston presented the 2026 pay scale, which the board approved. Commissioners also approved a revision to the HR Manual (Section 212) establishing an employee health-insurance opt-out payment: effective Jan. 1, 2026, eligible employees who waive coverage will receive a pro-rated monetary payment up to $1,020 per calendar year ($85 per month). The policy states the waiting period will be excluded when calculating payment; the opt-out payment will be made with the final payroll in December or upon resignation, and employees must leave in good standing to receive it.
The board approved a revision to the LERTA application to read, "Inspection by Zoning Officer or Fulton County Planning." Commissioners approved an Application for Burial Expenses for veteran Floyd G. McGinnis (U.S. Air Force, 1964–1968) with payment to surviving spouse Janet McGinnis. They also accepted Ronald Richards as the real estate agent for property at 119 N. 2nd Street, McConnellsburg, at a 3% commission on sale.
All recorded motions in the minutes were passed "All in favor" by the commissioners present. The meeting included several Executive Sessions for personnel matters and adjourned at 11:33 a.m.
