LEPC approves minutes; discusses training, shelters and law-enforcement substations

The Big Horn County Local Emergency Planning Committee on Feb. 2 approved its meeting minutes and reviewed a range of operational preparedness items, including an upcoming ICS 400 training, transition to the Everbridge notification system, shelter readiness work with the American Red Cross and law-enforcement substation updates.
Sylvan Covers Up moved to approve the minutes and Jeramie Middlestead seconded; the motion carried at 1:12 p.m., according to the meeting record. Later, Sylvan moved to adjourn and Jeramie seconded; the meeting adjourned at 2:06 p.m.
Training and communications: Sylvan told the committee the ICS 400 course will be offered April 22—23 by TEEX at no cost to attendees and that the county is transitioning to Everbridge for mass notifications; additional details will be emailed to Alyssa Pitsch for distribution to committee members.
Shelter readiness: Samantha Samples, American Red Cross Community Disaster Program Manager, said the Red Cross is working with the Lodge Grass shelter to support its opening and that Ready Rating services are being offered at no cost to help develop EOPs. She said shelter supplies being ordered will support approximately 50 people and that, once a shelter trailer and supplies are in place, Big Horn County will be added to the call list for the Thunderbolt Exercise, a no-notice shelter activation simulation.
Law enforcement substations and staffing: Jeramie reported the Lodge Grass substation building is scheduled for delivery on Monday, Feb. 9, with REA responsible for power connection. The former Pryor clinic will serve as the Pryor substation location. Jeramie said applicant testing for Fort Smith and Wyola residency positions is scheduled for Feb. 9, with hiring to occur Feb. 10. Marcus Moulton reported onboarding of four new BIA officers, two fully operational and two in the academy, which the committee said should improve response times.
Public-health items and other operational notes: Alyssa said the transport plan was added to the next meeting's agenda because the county Sanitarian position is vacant and the backup Sanitarian has not responded; the transport plan discussion was deferred. The Public Health Annual Review of the Transport of Specimens/Samples of Immediate Concern Plan was tabled until the next meeting.
What comes next: members were asked to circulate draft outreach materials (including a proposed —Sheriff for a Day— youth event and STI/Gang Awareness summer outreach) and to prepare EOPs for schools to support upcoming projects. The LEPC will reconvene March 2, 2026, at 1 p.m. at the Big Horn County Sheriff's Office Conference Room.
