Senior Planner Daniel Humber told the commission the request aligns with the comprehensive plan and that a revised site plan addressed two of four variances by increasing the landscape buffer and proposing a 6-foot masonry wall along the eastern property line adjacent to SF-3 zoning. Justin Gilmore of Level 5 Architecture described plans for Class A office space with some ground-floor retail and said the design keeps drainage on-site using underground detention to meet city standards.
Commissioners debated whether to require the masonry wall or accept a planted buffer. Some commissioners said intentionally building brick walls across open areas runs counter to the city27s preference for open space and raised long-term maintenance concerns; others worried about drainage impacts if a wall were constructed. The applicant said landscaping and plantings could be provided even if strict dimensional requirements could not be met.
A commissioner moved to remove the masonry wall requirement and require the developer to provide the required landscaping; the motion passed unanimously. Staff noted the commission27s recommendation and said the language could be refined before submission to council.
