Council approves nearly $4.6M road rehab contract and a slate of infrastructure and facilities actions

Public Works Director Adam said the work will focus on Old Town and be coordinated with sidewalk, tree‑trimming and utility work to avoid redoing new pavement. "With that being said, the amount not to exceed is 4.5 (million). But the money's left over, I do want to cover that," Adam said, noting staff will return to council with requests for leftover funds if needed. Council approved the award 7–0.
In utilities, council approved a first amendment to a professional services agreement for additional engineering related to a new raw water pipeline through Balcones Ranch and Cedar Hill; staff said the amendment responds to easement discussions with a developer and Ashgrove. Council also authorized an interlocal agreement with the Tarrant Regional Water District to share costs for a carbon‑fiber pipeline repair under Onward Road; TRWD will cover cost differentials above the city's estimated $71,900 contribution.
The council approved a remediation contract for Fire Station 2 after discovery of mold contamination. The quote from GLC Roofing and related contingency totaled $516,420. Staff described temporary housing plans for affected personnel and said response times would not be affected during the work.
Council also approved a three‑year EMS and fire medical‑supply contract with Bound Tree Medical LLC (with Life Assist as alternate) and authorized a preconstruction services agreement with Dean Construction for the Heritage Plaza expansion (fee not to exceed $15,000). A slate of 15 appointments and 18 reappointments across boards and commissions was approved, and council authorized a lease of the upper floor of the Fire Admin building to the Midlothian Community Development Corporation for a term discussed as five years with a five‑year renewal option contingent on agreed renovation language; staff said the tenant expects to invest about $500,000 in improvements. All actions in this roundup passed by unanimous vote unless otherwise noted.
