- 8.3 Minor replat — College Heights addition (703 W. Kilpatrick): Approved (unanimous) including a variance to replatting signature requirements where some property owners could not be located.
- 8.4 Chapter 150 amendments (building and standards commission): Approved (unanimous). Revisions align local code with state statutes, clarify timelines and formalize community development’s liaison role.
- 8.5 TIRZ 1 → TIRZ 1A creation and amendment: Approved (unanimous). Consultant projected ~ $996M 2041 taxable value in new areas and roughly $154M in combined city/county TIRZ revenue (through 2055); companion ILA authorized for city manager to sign.
- 8.6 Joint participation agreement (companion ILA with Johnson County): Approved (unanimous).
- 8.7 Ambulance fees and mutual-aid ordinance: Approved (unanimous). Amendments align fees to CMS guidance, formalize mutual-aid procedures and add specialty-transport exemptions.
- 8.8 MOU with CareFlight (emergency response and patient transport): Approved (unanimous). MOU requires CareFlight to provide a vetted list of backup providers to the fire department.
Executive session was held to discuss real property and related attorney consultation; no action resulted when council reconvened and the meeting was adjourned.
