Council approves rezoning and SUP for Buffalo Creek Cigars & Lounge at 2400 N. Nolan River Road

The Cleburne City Council unanimously approved a rezoning and a specific-use permit (SUP) on the same property at 2400 North Nolan River Road to allow a cigar-focused tobacco retailer and accessory lounge to operate at the site.
Staff explained the rezoning request to change the parcel from Local Commercial to Regional Commercial so the property owner could apply for a SUP that permits tobacco businesses under regional commercial zoning. Planning and Zoning reviewed both items on Oct. 27 and recommended approval by a 5–0 vote; staff said no written opposition was received from property owners within the 200-foot notice area.
At the SUP hearing staff described that the applicant, proposing to operate as Buffalo Creek Cigars & Lounge, will limit sales to cigars and accessories and offer an on-site accessory lounge with an air-purification system. Proposed hours are Thursday through Sunday, 11 a.m. to 7 p.m. Staff said the existing parking accommodates the five-space demand for the business and that the site is outside the required 1,000-foot buffer from a church, school or hospital.
Council opened and closed the public hearings without speakers presenting in opposition; the mayor pro tem and other council members recorded supporters on the public record. A council member commended the applicant’s investment in the building.
The motions to approve the rezoning and the SUP carried unanimously.
