Council approves skate park, pedestrian bridge, restrooms and lighting upgrades at Hulan Park

The City of Cleburne approved multiple contracts to advance Hulan Park improvements, including a skate park, pedestrian bridge, restroom renovation and field lighting replacement.
Parks staff reported that rebidding and a city-managed contracting approach saved about $109,000 from earlier estimates. The council authorized an agreement with American Ramp Company to build the skate park, a contract with Craftman's Commercial Playground and Waterparks for a pedestrian bridge (total package including flat work and contingency not to exceed $707,290.54), and Strong Commercial for Don Moore Field restroom renovation (not to exceed $66,531.40). Council also approved replacement of Don Moore Field lighting (Mesco Sports Lighting / Musco Systems) not to exceed $334,126.
Staff noted expected construction timing beginning in winter/spring 2026 for the skate park and bridge components, with completion targets in late 2026, dependent on weather, materials and contractor schedules. Council praised staff’s work to reduce costs and move the projects forward.
All three park-related items were approved in a single motion and carried unanimously.
